CONTEST RULES
The raffle is being conducted by the New Castle Historical Society, a 501 (c)(3) organization.
All proceeds will support the operations of the Society.
1. Each ticket will cost $100. More than one person may share in the raffle ticket purchase, but only two people are eligible for the prize. The prize shall be taken in the name or names as they appear on the raffle ticket stub and is not transferable or assignable without permission of the New Castle Historical Society.
2. No more than 200 tickets will be sold. Tickets must be purchased by noon, Friday, December 12, 2025. There is no maximum number of tickets an individual may purchase up to the remaining number of tickets (not to exceed 200). Odds of winning are 1 in 200.
3. Individual purchasers of raffle tickets must be 18 years of age or older, and a resident of the United States of America. Members and employees of the New Castle Historical Society, and their immediate family members, may purchase raffle tickets, but may not sell raffle tickets to members of their immediate family.
4. Each numbered raffle ticket stub will be placed in the raffle ticket container. The New Castle Historical Society shall appoint a single individual who will be responsible for maintaining control and security of all of the raffle ticket stubs. Such individual shall certify that all raffle tickets purchased have their stub in the container from which the winning raffle ticket will be drawn.
5. The drawing will be on December 13, 2025 at or about 4:30 p.m. at the Arsenal, 30 Market Street, New Castle, DE 19720. Three tickets will be drawn with the first being duly noted and marked “No. 1” as the winner with the second and third tickets drawn as alternates and marked “No. 2” and “No. 3” respectively. Should the winner for any reason be deemed ineligible to participate or win or claim the prize, the prize will be awarded to the first alternate, marked No. 2. Should the first alternate not be eligible, the prize will go to the second alternate, marked No. 3. You need not be present to win.
6. The winner will be notified by phone and email (if available) within 24 hours of the drawing. The winner’s name will be published on the New Castle Historical Society website. The winner of the prize agrees to supply for no additional compensation his or her name, hometown and likeness on request of the New Castle Historical Society to be used as part of the effort to announce the winner to New Castle Historical Society supporters, entrants and interested parties reading New Castle Historical Society promotional materials and the New Castle Historical Society website.
7. The raffle winner will work with New Castle Historical Society to set up the trip. Travelers must provide proof of a valid U.S. Passport to the New Castle Historical Society to claim the prize. Failure to provide proof of a valid U.S. Passport will result in the No. 1 winner forfeiting the prize; if this occurs, then the prize will be awarded to the first alternate (No. 2). Should the first alternate not be eligible, the prize will go to the second alternate (No. 3).
8. The raffle is subject to all applicable federal, state, and local laws and regulations, and is void where prohibited or restricted by law. The New Castle Historical Society will pay up to $2,000.00 of any applicable taxes resulting from being awarded the prize. The raffle winner is solely responsible for any additional applicable taxes resulting from being awarded the prize. The purchase of a raffle ticket is not a tax-deductible contribution. Appropriate IRS documents will be supplied to the winner by New Castle Historical Society, and winner agrees to supply necessary information for this purpose. Consistent with IRS regulations, New Castle Historical Society is responsible for income tax withholding and remitting to the IRS on behalf of the winner. The withholding tax is equal to 31.58% of the fair market value of the prize minus $100 (If the fair market value of the trip is $7,000 and the wager is $100, the amount of withholding equals $2,179.02 ($6,900 x 31.58%). The New Castle Historical Society will pay up to $2,000.00 of withholding tax on the winner’s behalf. The winner is responsible for any required withholding tax that exceeds $2,000.00. The full amount of any withholding tax must be remitted to the New Castle Historical Society within 15 days of the drawing. Failure of the No. 1 winner to comply with this withholding regulation will result in forfeiture of the prize; the prize will then be awarded to the first alternate (No. 2). Should the first alternate not be eligible, the prize will go to the second alternate (No. 3).
9. Transportation will be based on “coach” class fares for flights to and from Philadelphia International Airport and to and from London – Heathrow Airport.

A minimum of eighty tickets must be sold for the raffle to continue as scheduled. Refunds will be given if this occurs. The New Castle Historical Society will contact each ticket purchaser directly to refund the purchase price of the ticket. Ticket purchasers agree that the New Castle Historical Society will do its best to provide the planned itinerary set forth above; however the specific flights and itinerary are not guaranteed.
